In depth research shows significant numbers of unprovoked attacks. Since that has been my experience on 3 unrelated occasions I believe you should be more tuned into this:  the pet owner is first and foremost the responsible party, not the victims nor the victims parents.  Of course we should be educating kids! But pet owners bear the greater burden legally.]]></description>
